It also was offensve and meant only to impeach my honesty, integrity, virtue, and reputation. I demand that you retract that statement no later than 5 pm on October 29, 2008. Dear Obama...

Like a lot of folks in this state, I have a job. I work, they pay me. I pay my taxes and the government distributes my taxes as it sees fit. Inorder to get that paycheck, I am required to pass a random urine testwith which I have no problem. What I do have a problem with is thedistribution of my taxes to people who don't have to pass a urine test.

Shouldn't one have to pass a urine test to get a welfare check becauseI have to pass one to earn it for them? Please understand, I have noproblem with helping people get back on their feet. I do, on the otherhand, have a problem with helping someone sitting on their ass, doingdrugs, while I work.

Can you imagine how much money the state wouldsave if people had to pass a urine test to get a public assistance check?

I guess we could title that program, 'Urine or You're Out'.

My last column on Gov. Sarah Palin, drew some very angry email. People seemed to miss the point of my spoof, accusing me of being "green with envy." Palin has nothing I need or want. While I appreciate all the emails were free of the usual profanity, not a single emailer disputed the facts in my column. I didn't make up Palin's words, they came out of her mouth. Judging by the speed with which I received this backlash, it tells me none of them read the Alaska budget link, the 263-page Trooper gate report or links to Palin's short and uneventful resume. As Douglas Herman, an Alaskan, said in his superb piece which I linked: "Your victory for the governor ship, Sarah, was due less to your brilliant accomplishments—since you had none—then to Murks' blundering, stupidity and nepotism."

People strike out at me because I'm the most convenient target of their frustration. Tens of millions of Americans have their back to the wall and resent they have to go to the polls, hold their nose and vote. It is not my doing, we are all victims of a rancid, corrupt system -- which I have been writing and speaking about for almost fifteen years. Millions of Americans know vote fraud is rampant and there's no way to fix it before the 'big day.'

Millions of Americans know the vote was manipulated during the primaries, whether by voter registration, cheating or electronic machines and scanners. Back on October 13, 2008, I asked the question: how did a loser like McCain end up winning the primaries? My guess is vote fraud aside, the shadow government saw the polls and the trend out in America towards the original list of candidates. Mobster money man, Rudy Julie Annie, would never get enough votes to win primaries; Flip Romney would not make the final line because he is Mormon; there is great friction between Christian denominations and Mormons. Brother Huckabee's appeal was too limited. Congressman Ron Paul had to be stopped and he was. The list goes on. What was left was a phony war hero who would be acceptable up against the despised Marxists, Clinton and Obama.

Do we all remember how everyone waited with baited breath to see who McCain would pick as his VP? All the hand wringing. All the noise on cable networks with the usual talking heads trying to "narrow down the final candidates." Will McCain pick his VP nod before the GOP convention? On February 12, 2008, and this is just one of hundreds of articles, the headline read: "John McCain's Top 24 Potential Picks For Vice-President." This illusion was sold all over this country:
RNC shells out $150K for Palin fashion. "The Republican National Committee has spent more than $150,000 to clothe and accessorize vice presidential candidate Sarah Palin and her family since her surprise pick by John McCain in late August." (emphasis mine)

Surprise pick? Do you know you could donate to the McCain-Palin campaign fund as early as March 1, 2008? That's right. The McCain-Palin Compliance Fund, Inc., was accepting donations as early as March 1st. Here is the direct link to the page to donate. Hopefully, it won't disappear anytime soon. There is a web site called 'Newsmeat.com' This site tracks campaign donations for candidates. Now, go to this link from their site and see a $2300.00 donation to the McCain-Palin Compliance Fund from wealthy Hollywood mogul, Jerry Bruckheimer on March 1, 2008. On this page, you will see a donation by ATT Chairman and CEO, Randall L. Stephenson, in the amount of $2,000 for the McCain-Palin Compliance Fund.

What is a compliance fund? According to the disclaimer on the McCain-Palin Compliance Fund site:

"McCain-Palin Victory 2008 is a joint fundraising committee by the McCain-Palin Compliance Fund, Republican National Committee, and Michigan, Missouri, Ohio, and Pennsylvania Republican Parties. Because the McCain-Palin Campaign is participating in the presidential public funding system, it may not receive contributions for the any [sic] candidate's election. However, federal law allows the McCain-Palin Campaign's Compliance Fund to defray legal and accounting compliance costs and preserve the Campaign's public grant for media, mail, phones, and get-out-the-vote programs. Contributions to McCain-Palin Victory 2008 will go to the Compliance Fund, and to participating party committees for Victory 2008 programs."

The funds can also be used to pay for recounts. These funds do not count towards the limits set in McCain/Feingold. A big, fat loophole whereby candidates can collect an additional $2000 from contributors who have already reached the legal limit under federal law. Wait a minute! Isn't McCain the big 'reformer' for campaign finance reform? It appears McCain hasn't found a loophole he doesn't love. And, no, I'm not jealous that Sarah Palin got a new wardrobe from your donations to the RNC. Most likely they're trash from commie China.

I much prefer my fashion statement. Yours truly speaking at a -pro Second Amendment rally, State Capitol, Sacramento, CA. The million mom march hens were on the other side of the capitol at the same time.

I noted in an earlier column that Newt Gingrich, was pushing Palin back in April. I had no idea that Palin, about five months pregnant back then, was already McCain's VP pick. Why the secrecy and the need to fool everyone? I could find no Compliance Fund for McCain and alleged top picks like Tim Pawlenty.

"Exclusive: McCain to name VP on Aug. 29. "Sources close to McCain say he has wrestled with the choice, torn between a high-stakes, high-reward pick like Ridge or Connecticut Sen. Joseph I. Lieberman — the Democratic vice presidential nominee in 2000 — or a safer and more conventional selection such as Romney or Pawlenty...Friends say he has yet to make a final decision, and is not expected to do so until after Sen. Barack Obama announces his choice." (Emphasis mine.)

In this short video shot August 29, 2008, McCain says he's "spent the last few months looking for someone as his VP pick." Really? So, how come he was collecting campaign donations for the McCain-Palin Compliance Fund for five months prior to his big announcement?
What a joke on the American people.

Obama must be declared ineligible to run by all 50 states.

I live in the real world and as I have written repeatedly: Barack Hussein Obama must not become president of this country. He is a stinking Marxist hiding behind the cloak of 'progressive' and liberal.

Phil Berg, former Deputy Attorney General of Pennsylvania; former Chair of the Democratic Party in Montgomery County; former member of Democratic State Committee with an active practice in Philadelphia, PA, filed a lawsuit on August 21, 2008, challenging Obama's eligibility to run for president based on citizenship.

On October 9, 2008, another lawsuit was filed in Washington State by Steven Marquis of Fall City. The details are here. This suit was filed on the same grounds: Obama is not a U.S. citizen and is not eligible to be on the ballot in any of the 50 states.

On October 21, 2008, an announcement was made: Obama would take off a couple days from his campaign to visit his sick grandma in Hawaii.

Obama's grandma was ailing earlier this year. Instead of going to visit her, Obama and the family opted to head to the beaches in St. Thomas, Virgin Islands. Is this just a coincidence that Obama, who hasn't visited grandma in well over a year, decides he must rush to her bedside with the Martin legal proceedings heating up?

The question of Obama's eligibility to run for president is a valid, constitutional issue. These lawsuits should be getting mass coverage by all media since it is of the highest concern.
Obama's thugs, the FEC and the DNC have gone to extraordinary lengths to fight Berg's lawsuit. However, a very important legal date expired October 15, 2008. Obama, et al, did NOT respond to Berg's 'Requests for Admissions.'

What is that?

A discovery procedure, authorized by the Federal Rules of Civil Procedure and the court rules of many states, in which one party asks an opposing party to admit that certain facts are true. If the opponent admits the facts or fails to respond in a timely manner, the facts will be deemed true for purposes of trial. A request for admission is called a "request to admit" in many states. See: "One of the most serious consequences of failing to respond to requests for admission is that the requests are “deemed admitted,” and you will be unable to dispute those matters at trial. Worse yet, you may never get to trial if those admissions warrant the entry of summary judgment in your opponent's favor."

Obama has steadfastly refused to supply a verifiable birth certificate. By refusing to answer the 'Requests for Admissions,' Obama is admitting the facts alleged in Phil's lawsuit to be true. What is to be done? The federal judge in this case is on as very hot seat here. If he upholds the law, he must declare Obama NOT eligible to appear on any ballot for the office of president. The question is: Does R. Barclay Surrick have the guts? Surrick is a Clinton appointee.

What can we do?

If Obama could prove citizenship, he would have done so with ease two months ago. Obama has not produced a 'vault' birth certificate. (Short video- 2,457,585 views to date). The copy he provided appears to be a forgery.

Two days ago I faxed a short letter to my Secretary of State, our state Attorney General and my county clerk with a copy of Phil's press release and the legal explanation of defaulting on a requests for admissions. It didn't take me 15 minutes.

I hope you will do the same as soon as possible. If Secretary's of State in all 50 states get millions of demands that Obama be declared ineligible to be on the ballot, I guarantee you, this will break national news. It's too late to reprint the ballots and with Judge Surrick sitting on his newly developed hemorrhoids, the states would only be able to use public address announcements and a short statement handed to every voter that a vote for Obama will NOT be counted.

A reader emailed me yesterday. He notified his Secretary of State about the eligibility problem and Phil's lawsuit. The response: It's not up to the state to determine eligibility. Bull feathers! If Obama knowingly allows himself to be appear on any state ballot when he knows he is ineligible, he is committing fraud on the state. The state has a responsibility to make sure only eligible candidates appear on the ballot. Are we going to allow another election to be stolen by this cheap Chicago hustler? This isn't about race, it's about the U.S. Constitution.

Phil's web site has received more than 50 MILLION hits. If only 10% of everyone who has read about his lawsuit does what I suggest above, we will drown these elected officials into getting off their corrupt backsides and doing what is right. When they get enough of these faxes, you can bet they will be on the phone in a heart beat to their lawyers, i.e., the state Attorney General. This takes man power on the ground. Phil Berg has taken this on with little money. We need to back up his efforts. Make it happen. Either the law means something in this country or it doesn't. Don't use email. Fax a hard copy to your Secretary of State, Attorney General and county clerk. There's also the matter of Martin's emergency writ in Hawaii in their supreme court. Due to the time constraints and urgency of the matter, that court should move sooner rather than later.

Law enforcement are gearing up for riots, something a whole lot of us have been aware of for some time. Why? Because a mulatto might be elected (via vote fraud) and if he isn't, violence is possible"...in cities with large black populations." In other words, if one particular race of voters don't get their choice, they might burn their own neighborhoods, or yours, to the ground. I sincerely pray none of this materializes, but people should be aware in the event a worst case scenario unfolds.

Ron Paul expected to get 1/4 million votes in California

The California Secretary of State will announce tomorrow that Ron Paul has been certified as an official write-in candidate for President.

This means that write-in votes for Ron Paul in California will be counted, although the numbers for write-in votes are rarely reported until weeks after the election.

Some observers have predicted that Paul may get as many as 250,000 write-in votes nationwide, although they will not be counted in other states. Ron Paul is on the ballot in Montana and Louisiana. A Montana poll released today gave Ron Paul 4.2%, exactly the difference between Obama and McCain (Bob Barr receives 1% in this poll).

In order the qualify Ron Paul as a write-in for California, former Libertarian Party state chair Gail Lightfoot recruited 55 electors who had to file notarized forms with the Secretary of State.

In 1976, former Senator Eugene McCarthy received more votes as a write-in in California than Libertarian Party candidate Roger MacBride (who was on the ballot).

On a personal note: I must confess that I contributed $200 to Bob Barr during the early days of his campaign. I am so disappointed with his campaign that I am serving as an elector for Ron Paul from California, and will be writing him in on my ballot.

Indy Star endorses entrenched incumbent insider Teresa Lubbers in Senate district 30 race; LAVISHES PRAISE ON STEVE KELTNER

The corporate controlled Gannett owned Indy Star editors never endorse anyone but entrenched political elites, however, in this case their writer went out of the way to speak highly of Steve Keltner's qualifications to hold this office and his plans for legislation that will cut taxes, save millions, and energize our state's economy while benefitting Hoosiers.

They also let the public know that challenger Todd DeGroff is ill. Thanks to Advance Indiana for also acknowledging DeGroff's severe illness.

They did not mention that Teresa Lubbers takes plenty of money from the spouses of lobbyists, that Teresa Lubbers broke her promise to whistle-blower Diane Vice and let TREMCO roofing lobbyists testify, or that Teresa Lubbers did virtually nothing for the homeowners in her own neighborhood greatly suffering from huge property tax hikes in a declining real estate market.

The endorsement did not mention that Teresa Lubbers made Matt Tully's Top 10 List of lawmakers who squirrel away the most taxpayer matched 401k funds. As of last year, Lubbers took an additional $120,000 from us!

Steve Keltner is getting ready to make a media buy for two commercials which will help combat the mainstream media's stranglehold on public opinion. District 30 (Indy Star Article)
Voters in this Northside district have been presented with an intriguing matchup between Republican incumbent Teresa Lubbers and a well-qualified third-party candidate, Libertarian Steve Keltner.

The third candidate in the race, Democrat Todd DeGroff, has been hampered by a severe illness.

Lubbers has earned a reputation as one of the General Assembly's leading authorities on education issues. She's helped push through legislation to establish full-day kindergarten, create and nurture charter schools and raise standards for teachers.

Lubbers also has built a strong record on fiscal conservatism and economic development.

Keltner, who works in emergency medicine and teaches at Butler University, describes himself as a "practical Libertarian.'' He's developed thoughtful, reasoned proposals on health care, education and taxes.

Keltner's emergence as a candidate is another encouraging sign that the Libertarian Party in Indiana is beginning to mature.With that said, Lubbers remains one of the General Assembly's leading lights. Based on her history of strong public service, she earns The Star's endorsement.

BRILLIANT! Green Senate Candidate Steve Keltner's RECYCLE plan to create thousands of jobs and generate 1/2 billion in revenue

Steve Keltner has had a jewel of a plan on his website since 2006 and I just saw it today. In fact all of you should read his website. There are many great plans there covering insurance reform, gun crime control, healthcare, education, property tax, AND recycling!

The cool thing about Kelter's plans is that they are easy to implement and they are all simple to understand.

Keltner studies nifty programs that work in other states and looks at how they can apply here. Like the gun crime legislation that poses strict penalties for crimes involving guns rather than legislating an intrusion on the right to bear arms as law abiding citizens. That plan drastically reduced gun crime in Florida. He wants to bring it to Indiana.

Anyway, Keltner lays out a recycling program for Indiana that makes a lot of sense. He knows it will work because it is already tested and working in Ohio.

It bugs me that we put so many valuable resources in landfills simply because reycling isn't made easy here Indiana. I had no idea that everytime we throw away an aluminum can without recycling it, we might as well be pouring out 6 ounces of gasoline!

When we adopt it too we will employ small businesses, create THOUSANDS OF JOBS, and generate nearly 1/2 billion in additional revenue for the state without raising taxes. In fact, because the plan will create jobs, it will also create a larger tax base too! Revenue that is greatly needed by our cities struggling with managing costs in lieu of raising taxes.

Tell your green friends to check out Keltner's plan. And if you like it, give Keltner some time and money over the next couple weeks and let's put this THINKER and STATESMAN into our state's house to get to work for us!

Indiana Democratic Senate Campaign Director Russell Bennett says hospitalized transplant patient, Todd DeGroff, OK to serve for 2009 Indiana Senate

Ok, you all know I HATE having to be a bitch and call out the bad boyz. And you all read this blog cause you know I have the ballz to do it when they need their azz paddled. And believe me when I tell you that every time I have to do this, my stomach gets twisted in a nazty knot.

I much prefer lavishing praise like I did lately for Senator Brett Waltz and Congressman Mike Pence. And there are other good Indiana legislator guys like Senator Mike Delph, Representative Phil Hinkle, and Senator Mike Young I haven't gotten around to praising like I should yet.

I'm going to lay this out for you and, while it is longer that I would like, I hope you all will be patient and follow the links to learn of yet another political deception that is being levied upon you. I'm calling bullshit and, when I do, you all know it is absolutely for real. And don't you dare expect the mainstream controlled media to call it out for you. We no longer have journalists that care about anything more than doing the bidding of their bosses who only care about selling papers. And THAT is precisely why papers aren't selling anymore.

I don't know what is going on with our county and state democratic party, but evidently those in charge of campaigns and things think it is ok to run a hospitalized (maybe critically ill) candidate who cannot fulfill a campaign schedule, let alone the very demanding schedule necessary to properly represent many thousands of constituents who need so many important issues, tied directly to their tax outlay, to be aired on the floor next year.

Over the weekend, Advance Indiana reported that the democrats were yet again hiding a serious illness of one of their politicians; this time Todd DeGroff who is running for Indiana Senate District 30. Todd DeGroff is too ill to speak at functions. His wife attends in his place and speaks for him. Todd DeGroff has no campaign website. Todd DeGroff has no phone number or email easily acceptable to taxpayers. Todd DeGroff cancelled his October 25th debate appearance. And consequently, so did incumbent challenger republican Teresa Lubbers.

THIS IS WHAT RUSSELL BENNETT, DIRECTOR OF INDIANA SENATE CAMPAIGNS, HAD TO SAY:
"I don't know why Todd is in the hospital right now, we've heard different stories ranging from an infection to a transplant. However, I do know what his overall health condition is and I have every confidence that it would not stop him from being able to serve in the Senate if elected."

As you read the post and comments linked above, please note that Russell Bennett publicly declared that he does not know the condition of the candidate being offered to us, but yet insists regardless, he is fit to serve. As you read all the comments linked above, you will also learn that he does not believe that taxpayers have the right to know the health or fitness of our candidates who are running for office.

As campaign director, he went on to attack the very principled Libertarians, who right now, seem to be one of the few organized parties calling all the shots right in regard to government accountability, the economy, and the utter failure of our politicians to uphold the U.S. and State Constitutions.

HELLO ??? RUSSELL BENNETT, TODD DEGROFF, & SENATOR TERESA LUBBERS ???
Meridian Kessler, Butler Tarkington, Broad Ripple, and northside Indianapolis property owers have major tax concerns that come before your petty politics.

HFFT asks that you email Russell Bennett at rbennett@indems.org to ask him why he thinks it is appropriate to attack senate district #30 taxpayers who ask legitimate questions about the health of the democratic candidate when we express doubts in our confidence of his ability to powerfully represent us and our interests in next year's legislative session.

Senate District 30 -- Is the Democrat challenger Todd DeGroff well enough to hold office and why Teresa Lubbers won't debate Steve Keltner

Hat tip to Gary Welsh at Advance Indiana for asking the question concerning Todd DeGroff's health and fitness to serve district #30 in the state senate. Advance Indiana tell us that Todd DeGroff was too ill to attend a recent campaigning event in Washington Township and that his wife spoke in his place.

We're not sure what grave illness DeGroff suffers, but his wife said he was hospitalized for an internal "infection" the night she spoke in his place. We've heard from more than one eyewitness that DeGroff was seen with a beeper used by patients awaiting organ transplants, although we've not been able to confirm that DeGroff is on a transplant list.

We reported in late August that incumbent Senator Teresa Lubbers knows of DeGroff's illness and has not publicly disclosed her challenger is too sick to hold office. In fact, she went to DeGroff and begged him to stay in the race instead! Why would Senator Lubbers beg her her ill (now hospitalized) opponent to stay in the race?

The answer is that she fears facing challenger Steve Keltner in a two-way race. So much so, that Teresa Lubbers cancelled a previous pledge to debate.

The third party challenger Steve Keltner plans to back many new winning ideas. He plans to reduce the cost of government by bringing down insurance costs, he will work with other legislators to introduce an innovative gun crime law that has drastically reduced crime in Florida, he will support property tax caps only as a step toward PROPERTY TAX REPEAL, and he will support much needed education reform.

Senate District 30 cannot afford another term with Teresa Lubbers. She has shown herself to be an out-of-touch elitist who serves politics and not the people in her district.

For years, our friends and neighbors have cited their main reason for not voting Libertarian is that we cannot win. As Libertarians, we know the difficulty of beating the two party system, so a gift like this race comes along once rarely. To make history in Indiana, we need to band together as Libertarians, and do two things:

Citizen files Lawsuit Against demanding verification of Barack Obama’s citizenship status

Steven Marquis, a resident of Fall City WA today filed suit in Washington State Superior Court against Secretary of State Sam Reed demanding verification of Barack Obama’s citizenship status.

The complaint seeks specifically that the office of the Washington Secretary of State verify and certify that Mr. Obama is or is not a “natural born” citizen by producing original or certified verifiable official documents. The lawsuit argues that this certification should take place before the election to preclude a constitutional crisis and likely civil unrest should such certification, after the election, prove that Mr. Obama was not qualified for office.

The Complaint argues that the Secretary of State has the authority and duty to not only certify the voters but also and most importantly the candidates and in so doing prevent the wholesale disenfranchisement of voters who would had had an opportunity to choose from qualified candidates had the certification preceded the election process.

At this point, Mr. Obama has not allowed independent or official access to his birth records nor supporting hospital records. The Hawaii Health Department has violated Federal law by ignoring formal Freedom of Information requests for the same. Due to the facts and numerous other allegations that would challenge Mr. Obama’s fundamental qualifications for office, a Federal lawsuit was filed and is currently being heard in District Court, Pennsylvania.

Mr. Obama failed to respond to the District Court’s request to produce or allow access to the official documents (should they exist) and instead filed a motion to dismiss arguing the Plaintiff had no “standing” or right to know. This non-response as of 9/24/2008 in Federal court casts doubt on the veracity of the electoral system and is the principal reason for this lawsuit. The late entry of this suit is due in principal part to Mr. Obama’s delay and subsequent non response to reasonable request for valid certificates. Multiple requests for early certification to the Office of the Secretary of State has been rejected.

[clarification: The district court process itself demands a response from Mr. Obama. When a complaint is filed, the defendant has an opportunity to respond to the judge regarding the plaintiffs request for a preliminary injunction. Obama did respond, but not with the requested documentation, not even minimally so. He responded with a motion for dismissal based on “standing” rather than the merits of the case]

The Washington Secretary of State Office is specifically charged with certifying and guaranteeing the veracity of official documents and overseeing the elections to wit the people’s confidence in the fundamental aspect of democracy is maintained. To date, in this regard, Secretary of State Sam Reed has not carried out that fundamental duty.

This lawsuit demands injunctive relief directing Sam Reed, Secretary of State, carry out the duty of his office in this regard answering the formal complaints for verification of Mr. Obama and any other candidate appearing on the ballots issues through his office for which formal complaints have been received.

Prudent banking execs angered over federal bailout money

Smaller Banks Resist Federal Cash Infusions

Community banking executives around the country responded with anger yesterday to the Bush administration's strategy of investing $250 billion in financial firms, saying they don't need the money, resent the intrusion and feel it's unfair to rescue companies from their own mistakes.

But regulators said some banks will be pressed to take the taxpayer dollars anyway. Others banks judged too sick to save will be allowed to fail.

The government also said yesterday that it will guarantee up to $1.4 trillion of private investment in banks. The combination of public and private investment is intended to refill coffers emptied by losses on real estate lending. With the additional money, the government expects, banks would be able to start making additional loans, boosting the economy.

President Bush, in introducing the plan, described the interventions as "limited and temporary."

"These measures are not intended to take over the free market but to preserve it," Bush said.

On Capitol Hill, lawmakers from both parties praised the plan and scrambled to take credit for writing provisions into the law passed almost two weeks ago that allowed the government to switch from buying bad loans to buying ownership stakes in banks.

On Wall Street, bank stocks soared even as the broader market stayed flat while investors grappled with economic concerns. The Dow Jones industrial average was down 0.82 percent, or 76.62 points, to close at 9310.99 one day after its largest percentage gain in more than half a century.

And in offices around the country, bankers simmered.

Peter Fitzgerald, chairman of Chain Bridge Bank in McLean, said he was "much chagrined that we will be punished for behaving prudently by now having to face reckless competitors who all of a sudden are subsidized by the federal government."

At Evergreen Federal Bank in Grants Pass, Ore., chief executive Brady Adams said he has more than 2,000 loans outstanding and only three borrowers behind on payments. "We don't need a bailout, and if other banks had run their banks like we ran our bank, they wouldn't have needed a bailout, either," Adams said.

The opposition suggested that the government may have to continue to press banks to participate in the plan. The first $125 billion will be divided among nine of the largest U.S. banks, which were forced to accept the investment to help destigmatize the program in the eyes of other institutions.

In rolling out the program, Treasury said it would make the rest of the money available to banks that requested it. Officials said they expected thousands of banks to participate.

But both the American Bankers Association and the Independent Community Bankers of America said that they knew of few banks that planned to participate.

"I'm not sure we've heard from any that want to participate," said Karen Thomas, vice president for government relations at the community bankers group, which represents about 5,000 banks. "That said, if any community banks do enroll, we anticipate it will be just a small minority."

Federal regulators said they did expect some banks to volunteer, though none stepped forward yesterday. But they added that they would not rely on volunteers. Treasury will set standards for deciding which banks can be helped, and the regulatory agencies will triage the banks they oversee: The institutions faring best and worst will not receive investments. The institutions in the middle, whose fortunes could be improved by putting a little more money in the bank, will be pushed to accept the money from the government.

"We will encourage institutions to apply," said John C. Dugan, the comptroller of the currency, who oversees most of the nation's largest banks.

In return for its investments, Treasury will receive preferred shares of bank stock that pay 5 percent interest for up to five years. After that, if the companies haven't repaid the government's initial investment, the interest rate goes up to 9 percent.

Participating banks cannot increase the dividends they pay to shareholders without federal permission, they must accept some limitations on compensation for their executives, and Paulson said the government would press companies to limit mortgage foreclosures.

The government decided not to impose an explicit requirement that banks use their taxpayer dollars to increase lending. But regulators said they will watch banks closely. They also noted that banks have less reason to hoard money now that they can borrow more easily. Most important, however, they said, banks want to make money.

"And the way that banks make money is by lending," Dugan said.

Also yesterday, the Federal Deposit Insurance Corp. said it will create, essentially, two new insurance programs.

The basic insurance program still guarantees all bank deposits up to $250,000. A new supplemental program guarantees all deposits above $250,000 in accounts that don't pay interest. The program basically covers accounts used by small businesses.

Some European governments had already guaranteed deposits, creating a competitive advantage for banks in those countries. Banking regulators also were concerned that small businesses were transferring deposits from community banks to larger institutions perceived as less likely to fail. Finally, small businesses contributed to the failure of Washington Mutual and the collapse of Wachovia by pulling uninsured deposits from those banks.

The FDIC estimates that this new guarantee could cover up to $500 billion in deposits. Banks that sign up for the insurance -- and bankers agree that everyone will participate, for fear of ceding an advantage to rivals -- will pay a premium of 10 cents on every $100 in deposits.

The combination of the existing and new guarantees will cover about 80 percent of the $7 trillion in deposits at the nation's banks. The bulk of the uninsured deposits are held in interest-bearing accounts, such as certificates of deposit, that tend to be marketed and regarded as investment products.

Sheila C. Bair, chairman of the FDIC, said the agency considered guaranteeing all bank deposits but decided that any potential benefit was outweighed by the risk that a guarantee on interest-bearing accounts would attract a huge inflow of deposits currently held in money-market mutual funds.

"We're trying not to stabilize one part" of the financial system "and destabilize another part," she said.

Separately, the FDIC is creating an insurance program to encourage investment in banks by guaranteeing that investors won't lose money. Participating banks will pay the FDIC a fee of 75 cents on each $100 in debt that they sell to investors. The FDIC will guarantee through June 2012 the debt issued by participating banks before the end of June 2009. If the bank goes bankrupt, or defaults on its debt, the FDIC will pay the investors.

To prevent banks from running up massive debts on the government's tab, the program limits banks to a 25 percent increase from their current level of borrowing. The FDIC estimates that the maximum amount of debt that banks could issue under the program is about $1.4 trillion.

Bair also said that the FDIC may refuse to guarantee debt issued by banks with financial problems, though she declined to discuss specific criteria.

Bair acknowledged that the new guarantees shelter banks from the immediate consequences of misbehavior because depositors and investors have no incentive to remove their money from an institution if they know that the government stands behind it.

But Bair said the government's first priority was to stabilize the industry.

"The risks of moral hazard were simply outweighed by the need to act and act dramatically and act quickly," Bair said.

Dugan offered a slightly different perspective.

"It just means we've lost one tool and we're going to have make sure that we compensate," he said.

Open letter about Andy Horning and the governor's race

Friends,

I would like to take this opportunity to tell you about my favorite candidate out of all the political races happening around the nation for this November's election. It is Andy Horning, the Libertarian candidate for Governor of Indiana, with his running mate Lisa Kelly for Lieutenant Governor.

I had the pleasure of meeting Andy at an LP picnic and Lisa at a meetup event for the Ron Paul campaign. While they are not career politicians, these two candidates have a genuine enthusiasm for political change and the knowledge about issues and policy to back it up (Andy's points in the governor debates were history lessons as much as policy arguments!). Andy and Lisa are also running on a platform that I cannot imagine any Hoosier disagreeing with. They intend to follow the constitutions of the United States and the State of Indiana, the supreme rule of law of our land, and to serve the people of Indiana, not corporations or special interests.

Andy writes on his web site, "I will not abuse or refuse your rights…I will be the first real, constitutional, legal Governor Indiana has had in a hundred years. I will protect your rights, because that's the job, and that's the law... That's not business. That's called Liberty, and I want it back."

He also writes, "The constitutional job of Governor is to enforce (or Execute) the Indiana Constitution, as well as to enforce federalism under the Constitution of the United States. The Governor swears an oath of office to do this. Should I become Governor, I'd be the first in a very long time to actually keep that oath, and make Indiana The Place To Be for the American Dream…just as the Indiana Constitution demands."

Our current governor, Mitch Daniels, has satisfied many Hoosiers by balancing the budget and attracting some new jobs to the state. However, he has also frustrated many of us and challenged the rule of law by changing our time zones to contradict our geographic location, selling our publicly constructed toll road to a corporation based overseas, attempting to build new toll roads with public-private partnerships by using immanent domain, and most recently supporting a plan to eliminate 90% of elected offices in the state, while placing powers traditionally under the authority of local communities into the hands of the state.

I followed the Democratic primary race for governor in hopes of seeing a strong opposition to Daniels. The Democrats nominated Jill Long Thompson, a very smart woman but not a very promising candidate for governor. In her campaign and in the gubernatorial debates, Thompson has focused a negative campaign against Daniels without offering specific details about what she will do as governor. She has not demonstrated any plan to at least ease property taxes or balance the budget.

When I met Mr. Horning this summer, I finally became very excited about this year's race for governor. Andy has an understanding of political issues which tops that of any other activist I know personally. He studies the issues not as a politician or a lawyer, but as a hard-working American.

Today, Andy Horning, the best candidate in the race for Governor of Indiana, is having a "Contract with Indiana Moneybomb" as a final big fundraiser to air radio ads across the state. The Horning-Kelly challenge to you is, give $10 for each principle you agree with:

1. We promise to end corporate handouts.
2. We promise to obey the constitution, which was written to protect you.
3. We promise to reduce government spending.
4. We promise to cut property taxes by 50%, and replace that property tax with nothing.
5. We promise the freedom to choose your own lifestyle.
